Practice Paper

I largely use Arches 140#CP for finished projects. I would like your recommendations for a cost friendly paper to use when practicing. Still wanting to use a cotton so my pre painting efforts are realistic . I am in the US.

I use Strathmore 400 rough: it's 100% cotton, not too expensive, nice white tone and available just about anywhere.

Cerulean blue confusion

I get a bit confused about cerulean blue:

WN Cotman cerulean blue has PB 15, the same as WN professional Manganese blue. (That looks a little more vibrant, may be because there is more pigment in the colour).

WN professional cerulean blue has PB 35, the same as Maimeri, Celeste cerulean. But the WN colour looks much more greener than the Maimeri.

DS has also PB 35, but looks very dull. How could it be, that the same Pigment Number looks so different in different brands?

I really appreciate the comments and advice! More often than I'd like to admit, I have been stymied by "analysis paralysis" looking at different sites (Kim Crick, ones listed above, etc.), and didn't get to painting.
