Reflection of single point of light on water.

I've noticed that a single point of light like a light bulb on a boat dock reflects as a streak of light rather than a point of light on the water. Anyone know why or rather what determines the length of the streak?The moon high in the sky reflects as a round image of the moon not a streak.
