How to begin? Wet on dry or wet on wet? Flat or on an angle?

I am a beginner and seem to be in a state of perpetual confusion. My latest issue is beginning a landscape with the sky. I have been working sitting at a table and using sort of an elongated bean bag to raise my board a little for the initial wet into wet wash. Later this week I will be able to start working standing at an adjustable easel. While waiting I have been looking at numerous websites and videos and have discovered Joseph Zbukvic. I found Andrew Pitt a couple of months ago.

These two both paint wet on dry and at an angle to encourage movement of a very runny wash for the sky. Prior to this discovery I thought everyone painted wet on wet paper and on a flat surface for the purpose of having some control over where it all ran to.

Is there a reason to choose one method over the other, or is it all just a matter of personal choice, style, ability, or what? I don't know what I'm supposed to be aiming for and would really like to start improving.

Thank you, Erik, for helping me out with this. I have taken some paper from a large block and cut it into smaller pieces, about 8"x10" each, and am going to be doing a lot of experiments with different methods for skies--as soon as I finish experimenting with mixing greens😁 I enjoy learning new things and watercolor seems to be nothing but learning😆
